The Ban On Incandescent GLS Lamps..... THE FACTS

To combat climate change the european union has agreed to phase out coventional light sources that are energy inefficient. According to an EU directive, from 1st September, 2009 manufacturers and importers may no longer sell incandescent lamps with an output if 80watt (950Lumens) or more or which are frosted and not in energy class A. Clear lamps with more than 950lumens must achieve at least energy class c, and ones with less than 950 lumens at least energy class E. Lamps in energy classes F and G will be banned for 1st September, 2009.

In the UK a voluntary phase out has already been underway for nearly 2 years. It is important to realise that it is not

illegal to sell the phased out lamps after the September 1st cut off date as long as they were in the

supply chain by that date. For example if a lamp was in the manufacturers warehouse within the EU on

August 31st 2009, they may legally supply their wholesale or retail customers who, in turn, may sell

them. Lamps that are not in the supply chain or inside the EU on September 1st may not be sold after

this date. There is technically no cut off date by which existing stocks must no longer be sold.

Timeline -The step by step phase-out plan for household lighting

2009

01.09.2009

  • Clear lamps: Minimum requirement Energy Class C for lamps ≥ 950 lm, Class E for other lamps (e.g. phase out
    GLS ≥ 100 W)
  • Non-clear lamps: Minimum requirement Energy Class A for all lamps (at present some CFLi and LEDs)
  • Requirements for new product information on the packaging
  • New technical specifications required for each technology

2010

01.09.2010

  • Clear lamps: Minimum requirement Energy Class C for lamps ≥ 725 Im (e.g. phase out GLS ≥ 75 W)

2011

01.09.2011

  • Clear lamps: Minimum requirement Energy Class C for lamps ≥ 450 Im (e.g. phase out GLS ≥ 60 W)

2012

01.09.2012

  • Clear lamps: Minimum requirement Energy Class C for lamps ≥ 60 Im (e.g. phase out GLS ≥ 7 W)

2013

01.09.2013

  • Increased requirements for technical specifications, defined in 2009
  • Phase out lamps with S14, S15 or S19 bases

2014

01.09.2014

  • Review of the regulations by the EU Commission

2016

01.09.2016

  • Clear lamps: Minimum requirement Energy Class B for all lamps except those with G9 and R7s bases (= phase out the current Class C HALOGEN ENERGY SAVER)
  • Phase out lamps with E14/E27/B22d/B15d bases and voltages ≤ 60 V

 * through minimum efficiency requirements
** Plug-in lamps must correspond to Super/Plus HPS level; almost all plug-in/retrofit lamps will be banned
Information correct as of December 2008; data may differ from the final EU directive.
